You will oversee the selection, appointment and onboarding of new talent; education and management of existing talent; organization wide policy and procedure development and recommendations; classification; compensation; and collective bargaining negotiations. Responsibilities:
- Provide guidance and direction to all employees in the areas of Human Resources (Recruitment, Personnel Policies, Regulatory compliance etc.) Equal Opportunity (including ADA enforcement) and Risk Management (benefits and Workers Compensation)
- Assist department managers and supervisors in dealing with employee issues, including drafting and conducting performance reviews; counseling techniques an documentation: disciplinary actions; and the handling of Family Medical Leave Act (FMLA) and Workers' Compensation incidents
- Develop and implement short and long-range plans for the human resources programs; develops and recommend integrated personnel policies and procedures; monitors the effectiveness of the program and recommends modifications to the personnel policies and procedures as well as management practices
- Ensure that personnel policies and procedures help align the workforce to meet the strategic goals
- Assist with union negotiations by conducting research, drafting bargaining proposal language and taking an active role at the bargaining table
- Provide direction on the recruitment, training and supervision of all volunteers
- Supervise and coordinate the activities of subordinate employees including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions; conducting performance reviews; and conducting departmental training and orientation
- Ensure employees are aware of and trained on new laws and regulations in the Human Resources area and that existing policies and procedures are revised to reflect any new or revised laws and regulations
- Manage the department's budget and resources with an emphasis on responsible stewardship and maximizing benefits to talent and partners
- Coordinate projects and studies
- Attend conferences and participates in related professional organizations
- Other duties as assigned

Working hours: 8:00 AM - 5:00 PM

Education:
Bachelors

Experience:
4-7 years

Qualifications:
- Bachelor's degree in human resources, business administration, public administration or a related field, and five years of progressively responsible Human Resources experience plus one year of Equal Opportunity and Risk Management experience or any equivalent combination of related training and experience
- Comprehensive knowledge of Human Resources, Equal Opportunity, and Risk Management policies district-wide
- Comprehensive knowledge of management and supervisory techniques and the ability to apply them to create effective and efficient service
- Thorough knowledge of the principles and practices of public administration
- Knowledge of administrative techniques and procedures, particularly those pertaining to Human Resources Management, Equal Opportunity, and Risk Management
- Ability to supervise and organize the work of subordinate staff, enforce disciplinary procedures, coach and counsel staff and effectively appraise employee's performance
